Ministry of Aliyah and Integration — Airport absorption procedures at Ben Gurion Airport

When new immigrants (olim) arrive in Israel, they are met by representatives of the Department of Aliyah and Integration at Ben Gurion Airport. The Department is responsible for initial integration, benefits, and assistance with necessary documents and consultations.

Main Steps at Ben Gurion Airport:

  1. Meeting: Department representatives meet new olim and issue necessary documents.
  2. Documents received: Oleh certificate (Teudat Ole), health fund (kupat holim) enrollment certificate, and a bank account opening form.
  3. First part of the Absorption Basket (Sal Klita): Transferred to a bank card issued at Ben Gurion Airport.
  4. Consultations: The Department explains rights, benefits, and first steps when approaching various institutions.
  5. Free transfer: Free transportation is organized to the initial place of residence.

What to Do as a New Oleh at Ben Gurion Airport:

  1. After landing: Upon arrival, Ministry of Aliyah and Integration representatives will meet you and accompany you through passport control, then to the Ministry office for initial registration.
  2. Documents for hand luggage (carry-on):
    • Valid foreign passport with an Aliyah visa (Aliya and/or Alef 5 visa)
    • Original personal civil documents (birth certificate, name change certificates, marital status documents, etc.)
    • Certificate of no criminal record (police clearance)
    • Documents confirming the right to immigration under the Law of Return
  3. First document set issued:
    • Oleh certificate (Teudat Ole) with personal ID number (Teudat Zehut)
    • Health fund enrollment certificate
    • Bank account opening form
    • First payment of the Absorption Basket (Sal Klita)

Important: If you did not meet Ministry representatives, call using the black telephone located before the passport control hall entrance.

Important Follow-up:

Do not forget to make an appointment at the Aliyah and Integration Office to submit documents for receiving the second part of the absorption benefit.
