משרד הרישוי — Converting a Foreign Driver's License to an Israeli Driver's License
Overview
Israel allows new immigrants, returning residents, tourists, and temporary residents to convert a valid foreign driver’s license to an Israeli license, subject to meeting basic conditions. Driving with a foreign license outside the permitted rules can result in being charged as an unauthorized driver (נהג בלתי מורשה).
Eligibility Conditions
- New immigrant (עולה חדש): Conversion must be done within the first 5 years of residency in Israel.
- Minimum seniority: The applicant must have at least 5 years of seniority on their foreign license before entering Israel.
- Returning resident (תושב חוזר): Only a permanent foreign license issued at least 6 months before entry to Israel can be converted.
- Note: There are unofficial exceptions subject to the Licensing Authority’s discretion.
When to Apply
- New immigrant: Apply at least 60 days before completing one year of stay in Israel, and no later than 5 years from the date of status recognition (as shown on the Teudat Oleh / תעודת עולה).
- Temporary resident: Apply within one year of entry; a practical driving test (טסט) is required.
- Returning Israeli citizen: Apply within one year; must have been abroad for at least 6 months; foreign license must be valid for at least 6 months.
- General tip: Apply as early as possible.
Process Steps
- Book an appointment in advance at a branch of the Licensing Authority (משרד הרישוי).
- Appear in person with all required documents.
- Pay the applicable fee (some exemptions apply, e.g., diplomats — check the website in advance).
- You may be required to undergo medical/vision tests.
- Practical driving test (טסט):
- If you have less than 5 years of seniority but at least 2 years, you must pass a practical driving test.
- You may attempt the practical test twice. If you fail both times, you must also take a theory test before the practical test.
Required Documents
- Original ID (תעודת זהות) or passport.
- Returning resident: Original Teudat Toshav Chozer (תעודת תושב חוזר).
- New immigrant: Original signed Teudat Oleh (תעודת עולה).
- Tourist / temporary resident: Original entry permit and original visa.
- Diplomat: Valid original diplomatic ID.
- Valid national foreign driver’s license with at least 5 years of seniority — must be a national license.
- If claiming exemption from tests based on 5+ years of seniority: official confirmation from a competent authority in the country of origin stating the date the permanent license was issued.
- Possibly: Entry/exit record form from the Ministry of Interior (משרד הפנים).
- Important: If the foreign license is not in English, a notarized translation must be attached.
How to Apply
- Visit the Licensing Authority website’s license conversion page — check for current conditions and requirements.
- Fill in the digital application form for a driver’s license.
- Visit one of the photo stations with your ID/passport for a photo and vision check.
- After receiving approval, schedule an appointment at the Licensing Authority and appear in person with all required documents.
Tip: Appointments for license conversion are NOT available (as of the article date) at: Beit She’an, Tzfat, Yokneam, Kiryat Arba, Ariel, Ofakim, Daliyat al-Karmel, and Rahat. Verify before visiting any branch.
Paying the Fee
The fee can be paid:
- Online at the government payment service
- At self-service kiosks (Rishumat / רישיומט)
- At Israel Post branches

Using a Foreign License Temporarily in Israel
Non-Residents (Regulation 567)
A person who is not an Israeli resident and holds a valid foreign driver’s license may be considered a valid license holder in Israel for the equivalent license category, provided:
- They meet the relevant age conditions.
- They are not disqualified from holding an Israeli license.
- For vehicles in the standard private car category (regulations 176–181): their stay in Israel from the last entry does not exceed one year.
- For other vehicle categories (regulations 182–185): their stay does not exceed three months.
- “Last entry” means the last entry to Israel preceded by at least 3 consecutive months abroad.
Israeli Residents with a Foreign License
An Israeli resident who spent at least one continuous year abroad (within the two years before their last entry to Israel) and holds a valid foreign license may be considered to hold a valid Israeli license for up to one year from their last entry to Israel. “Last entry” here means the entry preceded by at least 14 consecutive days abroad.
Legal Note
The rules around foreign driving licenses in Israel are complex and even courts and the Licensing Authority sometimes struggle with borderline cases.
