AACI — Converting a foreign driver's license to an Israeli license (immediate conversion for olim)

Overview
Misrad HaRishui (Bureau of Motor Vehicles) allows olim and returning residents who have a valid foreign driver’s license that was valid for at least 5 years before the date of aliyah or return to receive an Israeli driver’s license without a theory or road test.
- Olim may do this within 5 years of their aliyah.
- Returning Residents may do this within their first year of returning to Israel.
Step-by-Step Process
- Check what category of license you need. For private cars it is category B.
- Complete and submit the online form: https://govforms.gov.il/mw/forms/RishumTheory@mot.gov.il#!requestDetails
- The last part of the form is a medical self-declaration. If you answered yes to any of the medical questions, upload a letter from your Israeli doctor explaining the condition or medication to Misrad HaRishui.
- An SMS or voice message will be sent within a few days with further instructions.

Documents Required — Bring Originals and Copies
- Teudat zehut (identity card) or passport
- Teudat oleh (immigrant booklet)
- Foreign driver’s license — must have an issue date of at least 5 years before aliyah. If it does not, bring the previous driver’s license as well, or bring a document from the issuing Bureau of Motor Vehicles stating when you were first issued a license. Photocopy both sides.
- If you are age 75 or over (or turning 75): a medical form for the optometrist and your family doctor to sign.
After Your Visit
- You will receive a temporary license valid for 6 months.
- Within 2–3 months, a permanent driver’s license card will be mailed to your address as it appears on your Teudat Zehut.
- Your temporary license is not valid until proof of payment is presented. Payment options:

Important Note
Driving without a valid license invalidates both compulsory and comprehensive insurance.
