Engineers and junior-grade technicians in the field of electric engineering, electricity and of electric engineering of high voltage lines should turn to the Labor Branch at the Ministry of Economy and Industry, in order to register in the registry of the Junior Engineers, Technicians and Engineers. Finding Work New immigrants who have concluded ulpan study and have not yet begun to work should consult with a personal absorption counselor or employment counselor to receive a referral to a guidance center or to courses in accordance with their personal vocational plan. New immigrants who have concluded the period of the Absorption Basket can also be eligible for assured income payments from the Ministry of Aliyah and Integration during the 1st year following aliyah while searching for employment or participating in a course. There are additional resources for finding work. They include: • Online job-search sites. • Notices in the press. • Through personal connections. • Private employment companies. • Human resources companies and placement agencies. • The Government Employment Service. Training and Retraining Courses New immigrants who report to a personal absorption counselor and who have not found employment, or have a profession that

58 is not in demand in Israel, may be eligible for retraining, refresher courses, and more. New immigrants and returning residents who are still within their period of eligibility according to the Ministry’s regulations, who are professionals and academics, who do not work in their field or have a part-time job (misrah chelkit) and are interested in increasing the scope of their employment, or new immigrants and returning residents who are in a state of under - employment (“tat - ta’asuka”) (An unfulfilled salary potential) may be eligible for assistance at an Employment Center. Services provided by the Employment Center: • Counseling and vocational assessment. • Updating one’s C.V. in accordance with the position the new immigrant is referred to. • A simulation of a job interview. • Vocational Hebrew. • Bringing one up to date professionally through professional training (with the Ministry’s participation in the costs of the training). • Accompaniment in the process of professional placement. These new immigrants may be also eligible for workshops for finding work (Sela program). These workshops are designed to assist new immigrants and returning residents who have an academic education, or professional education, to find employment; the workshops also aim to provide independence and security in the search for work and to increase the chances of finding a job that is suited to the abilities and professional training of the new immigrant or returning resident. For information about courses and inquiries about assured income during the course, consult with a personal absorption counselor. Assured Income while Seeking Employment As mentioned above, new immigrants of employment age who have reached the conclusion of the period of absorption basket payments and are seeking employment, as well as new immigrants who participate in a recognized vocational course can be eligible

59 for assured income payments from the Ministry of Aliyah and Integration. The period of payments is up to the end of the first year following aliyah. New immigrants and returning residents who have begun working and are earning less than the sum set by the Ministry may also be eligible for assured income, and should present a monthly salary slip (tlush). A student studying in an educational institution that is above high school level is not eligible for assured income. In order to be eligible for assured income, immigrants must register with the Ministry and report to a personal absorption counselor. Please Note! The general period of eligibility for assured income for new immigrants is until the end of the first year following aliyah. The duration of the period of assistance is from six months to a year. At the end of the first year following aliyah, the new immigrants should turn to the NII - The National Insurance Institute - in order to continue receiving the assistance in accordance with the regulations of the NII. Promoting Employment (Participation in Salary) In some cases, the Ministry of Aliyah and Integration may participate in an immigrant’s salary (up to a specific amount) for a limited period. Assistance is to encourage the hiring of immigrants. It is directly to the employer, and is conditional upon the employer’s request and commitment to continue employment at the conclusion of the period of assistance. The assistance also depends on the new immigrant’s consent. For more information, consult with a personal absorption counselor. Assistance to Artists and Athletes Assistance to Artists The Ministry of Aliyah and Integration offers a variety of assistance to new immigrant and returning-resident artists following recognition by a professional evaluation committee of the Employment Division.
