For your information, a new immigrant is eligible for a 40% discount on the fee for registration for marriage at the Religious Council (Moatza Datit) during the first two years after making aliyah. Contacting the National Insurance Institute As you arrive in Israel you must turn to the National Insurance Institute (HaMossad LeBituach Leumi) in order to arrange the insurance payments (national insurance payment and health insurance payment), and in order to check if you are eligible for pensions (child allowance, study grants, families with one parent, special old-age pensions, and so forth). Families with children under the age of eighteen are eligible for a child allowance from the National Insurance Institute, starting already from their first month of Aliyah. Further Information Additional information about areas of absorption is available from various booklets of the Publications Department (see the end of this guide). Immigrants can also consult with absorption coordinators (Racaz Klita) at a local community center (Matnas/Minhal Kehilaty) in order to receive information about additional forms of assistance, financial benefits, community frameworks, and more. Community centers can provide details about local services, such as day care, tutoring for students, social activities for immigrants, clubs for the elderly, special activities for holidays, and more. 24 During the initial period following aliyah, immigrants may be entitled to receive financial assistance from the Ministry of Aliyah and Integration, as well as the National Insurance Institute, the Ministry of Construction and Housing, and others. The assistance is direct in the form of grants such as the Absorption Basket, and indirect, such as various concessions and discounts, such as custom concessions, income tax concessions, discounts on municipal taxes, housing assistance and more. The assistance is subject to one’s eligibility. The main assistance to new immigrants is from the Ministry of Aliyah and Integration during the first year following aliyah, and is meant to provide a means of subsistence during the initial period of residence in the country: during ulpan study and vocational courses to facilitate successful integration in employment. When vocational integration is delayed beyond the first year, eligible immigrants can apply for unemployment compensation or assured income allowance from the National Insurance Institute. Financial Assistance during Initial Absorption The initial months following aliyah are a time of adjusting to a new reality, including learning a new language. During this period you might find it difficult to find means of support. Assistance can be available for you in a number of areas: • The Absorption Basket (the Ministry of Aliyah and Integration). • Child Allowance (the National Insurance Institute). • Special old-age pension for persons with no other form of income (the National Insurance Institute). • Assured income (following the period of the Absorption Basket) (the Ministry of Aliyah and Integration). • Living subsidy for persons unable to work (the Ministry of Aliyah and Integration). • Income supplements for persons with a low income. • Discounts of up to 90% on property tax for one year during the first 2 years following aliyah (in accordance with regulations of Financial Assistance
