99 Ministry of Aliyah and Integration The Ministry of Aliyah and Integration assists new immigrants by identifying their needs and helping them realize their rights with the various authorities. The Social Services Unit includes three intertwined areas of intervention: the individual and the family, the group and the community, and coordination among the offices. In the individual and the family framework, the social workers assist by diagnosing, locating and identifying needs and problems, offering short term treatment and advancing internal office response as well as mediation and advocacy for community services. In the group and the community framework, unique groups are located and diagnosed, such as drug addicts, alcoholics, homeless people, women subject to violence and youth at risk. After defining the needs, a special program is designed for the unique group. In the framework of coordination among the offices, the Social Services Unit facilitates cooperation and uniting of resources to solve central problems and advance treatment in groups. In addition, the Ministry grants financial assistance during the first year of aliyah for certain cases who are not yet eligible for an allowance from the NII. Assured living allowance (havtachat kiyum) for new immigrants defined as “dependent” (nitmachim) The Ministry of Aliyah and Integration provides an assured living allowance to new immigrants defined as “dependent” who are unable to work due to their age, the state of their health, their family situation or for social reasons. As a rule, family members who are unemployed, not learning in a course, and who did not receive assistance from the entrepreneurs’ funds may be eligible for this assistance. Eligibility for persons who are defined as “dependent” and the conditions for receiving the assistance The following list contains the main conditions for receiving the assistance. In order to inquire about the full conditions for assistance, turn to the absorption counselor. A. A single-parent family (chad-horit) The youngest child in the family is below the age of 7. The child/ren reside with the parent.

100 B. A pregnant woman A pregnant woman from the age of 18 and up who is in her 13th week of pregnancy and up, or has an “at-risk” pregnancy (even before the 13th week). C. New immigrants who are of the age of pre pension New immigrants between five years before retirement age to retirement age. D. The chronically ill or hospitalized Age 18 to retirement age. Have certification that they are “unable to receive placement in employment”. E. Blind, crippled or disabled persons Age 18 to 60, who have appropriate medical certifications. F. Persons caring for an ill family member On condition that the family member receiving the care is a child, spouse, parent, or legal ward. Age of care giver: age 18 to retirement age. It is necessary to provide appropriate medical certification. Period of eligibility for assured living allowance (havtachat kiyum) from the Ministry of Aliyah and Integration for “dependent” persons The assistance begins after the end of the absorption basket payments and may continue from the 7th month until the end of the 12th month from the date of receiving the status of an “oleh”, up to a total of six months. At the end of the first year following aliyah one should turn to the NII in order to receive assured income in accordance with the regulations of the NII. The amount of the sum of assistance varies depending on the number of eligible people in a family who are listed on the same immigration certificate (Te’udat oleh). Receiving the assured living allowance for dependent persons You should turn to the personal absorption counselor in the district office near you, submit a request for assistance, and present the necessary documents. If you are eligible, the assistance will be transferred to your bank account once a month.

101 Dependent persons who are not eligible for an assured living allowance If one spouse in the family is employed and receiving a salary that is above minimum wage or is receiving assured income from the NII. Special assistance to new immigrants experiencing temporary difficulties - District Director’s Fund In cases of temporary difficulties, new immigrants may turn to an absorption counselor at a district or branch of the Ministry of Aliyah and Integration and request special financial assistance from the District Director’s Fund. This form of aid is on a one-time basis only. For more information and other details contact the absorption counselors at the nearest office of the Ministry of Aliyah and Integration. Emotional Assistance and Support Hotline Center for New Olim The assistance hotline for new Olim is a joint venture of the Ministry of Aliyah and Integration and the “Mashabim” Center. The hotline offers a response to emotional distress and provides tools for contending with stressful situations (especially following the corona disease crisis). At the conclusion of the phone conversation, the hotline representatives offer Olim referral for further appropriate treatment. The hotline center has 5 telephone lines manned by clinical therapists authorized by the Health Ministry; a response is given in the following languages: Amharic, Russian, French, Spanish and English.
