122 The Ministry of Aliyah and Integration provides a response to public inquiries and complaints from new immigrants, returning residents and other people about every topic related to the operations of the Ministry of Aliyah and Integration and the Ministry’s employees. It is possible to turn to the office and submit a public inquiry or complaint in the following ways: Public Inquiries (Pniyot Tzibur) This service enables submitting a public inquiry to the Unit for Public Inquiries at the Ministry of Aliyah and Integration. The unit serves as an address to new immigrants and returning residents who are interested in receiving information about rights and about eligibility and about every subject under the authority of the ministry. The unit provides a response to public inquiries, after receiving the relevant information from the units who deal with the matter and from the professional factors. In addition, the unit provides information to external bodies about topics related to the operations of the ministry. 123 Filing a complaint (tluna) to the Senior Division for Internal Auditing and Public Complaints (Agaf Bachir leBikoret Pnim veTlunot Hatzibur) The Internal Auditing Law 1992-5752 stipulates that the internal auditor is permitted, in addition to the auditor’s duties in internal auditing, also to take care of public complaints. According to service regulations, a complaint is a letter that includes claims of discrimination or a deficiency in the quality of service and treatment, deficiencies in a work procedure or in internal regulations and so forth. The Freedom of Information Law mandates that every resident and citizen of Israel has the right to receive information from every public authority to which the law applies (all information that is held by that authority and has a tangible aspect - written, printed, photographed, etc.). An applicant may submit a request for information without needing to explain why the information is necessary. The authority must disclose the information, but the law also stipulates unique cases when the authority is not obliged to disclose the information, for instance, when handing over the information could harm state security or someone’s privacy. In any case of refusal to disclose information, the authority must explain the reason for the refusal in writing. The request must be submitted to the person in charge of the public information service.
